Quindi NL IE LU poca cambia visto che con tutti abbiamo. Medesimo trattato eppure quasi tutti i fondi azionario "usa centetrico" hanno domicilio in IE
Nel mio estratto conto Fineco ho alcuni dividendi da etf domiciliati in Irlanda (ISIN IE).
Trovo solo la ritenuta italiana del 26% (o, in parte, 12,5% secondo la composizione dell’ETF, se include obbligazioni in white list).
Secondo quanto spiegato in questo thread e da altre fonti tuttavia c’è anche una trattenuta a monte pagata dallo stesso ETF al paese dove gli emittenti dei titoli compresi nell’ETF hanno residenza fiscale.
In particolare per un etf sull’azionario USA si applica la withholding tax americana che in misura ordinaria è del 30% ma si riduce al 15% per gli ETF domiciliati in IE grazie a un trattato IE-US... trattato che invece a quanto pare non c’è tra LU e US.

Equity funds are required to pay taxes on the dividends distributed by their holdings, and dividend withholding tax rates vary across jurisdictions, depending on the various tax treaties in place.
So Irish-domiciled ETFs, for example, benefit from the US/Ireland double taxation treaty, which reduces standard withholding tax rates on US stock dividends from 30 to 15 per cent, whereas Luxembourg-domiciled ETFs are subject to the full 30 per cent tax rate.
