El Gobierno oficializó ayer el programa financiero 2005 con el que buscará fondos para hacer frente a los fuertes vencimientos de la deuda colocada en plena crisis, los que se acrecientan desde este año, ya que, mayoritariamente, se trata de bonos emitidos en 2002 con tres años de gracia. El plan, sin embargo, pondría en riesgo el objetivo oficial de desendeudar al país.
Mediante una resolución conjunta de las secretarías de Finanzas y Hacienda, publicada ayer en el Boletín Oficial, se dispuso:
Una emisión de bonos en pesos indexados y con vencimiento en 2014 (Boden 2104) por hasta un valor nominal de $ 3000 millones. En rigor, se trata de una ampliación de los 3672 millones autorizados a colocar un día antes para "cubrir la cancelación de Letras del Tesoro (Letes) que están en poder de las AFJP desde 2001", en cumplimiento del acuerdo al que el Gobierno había llegado con esas administradoras con vistas al canje de la deuda en default.
Una nueva serie de bonos en dólares por caducar en 2012 (el mismo Boden que se diera a los ahorristas) por US$ 1000 millones y con tasa Libor.
La mitad de esos títulos ya tiene comprador si Venezuela cumple con el compromiso que asumió su presidente, Hugo Chávez. La semana anterior, su viceministro de Financiamiento para el Desarrollo Endógeno, Edgard Hernández, confirmó que ese país ya dispone de una partida de US$ 500 millones para ser invertirlos en los nuevos bonos que emitirá la Argentina.
El resto podría ir a poder del Banco Central (BCRA) en el contexto de un canje por los $ 6700 millones en Boden 2011 y 2013 (en pesos ajustables) que esa entidad posee por el rescate de las cuasi monedas.
Los Boden 2014 tributarán un interés anual de 2% más CER, pero de pago semestral y ajustan su saldo de capital por ese mismo indexador. Se emiten con fecha retroactiva al 30 de septiembre de 2004 y serán pagados en 8 cuotas semestrales equivalentes al 12,5 del capital desde el 31 de marzo de 2011.
La resolución (27 y 62/2005) responde al adelanto dado por el ministro Roberto Lavagna cuando anunció el resultado definitivo del canje. Ese día aprovechó la presencia de banqueros (es decir, los futuros prestamistas o quienes tomarán contacto con ellos) para decirles que, tras cuatro años de ausencia, el Gobierno volverá a financiarse en el mercado voluntario local de deuda para cumplir con sus compromisos.
En rigor, el Gobierno cuenta con recursos para afrontar los vencimientos más inmediatos. Pero para los que caen más allá de julio, la holgura o estrechez de su caja dependerá básicamente de que se reflote el acuerdo con el FMI, que lo libraría de cancelar otros US$ 2460 millones en lo que resta del año y le daría oxígeno. La decisión de arrancar con tiempo busca darle un blindaje al Tesoro, aunque no se lo reconozca porque ese vocablo quedó depreciado tras la fatídica experiencia de la Alianza.
El problema es que, en las actuales condiciones de mercado, Lavagna se vería obligado a subir la deuda, ya que se calcula que la que colocará le saldrá más cara que la que cancelará, lo que contradice el objetivo oficial del desendeudamiento. "Hablamos de sustituir deuda compulsiva (artificialmente más barata) por deuda voluntaria", dijo Juan Arranz, analista del Banco Río. Calculó que la colocación del Boden 14 le costará "el 6,75% anual más inflación. El precio así se ubicaría en torno de $ 75 por cada 100, por lo que para captar 1000 millones tendrían que colocar algo más de 1300 millones en este bono".
